Region Västerbotten is Sweden’s second largest county by surface area with a rapidly increasing population due to industrialization. The Region is responsible for ensuring that the residents of Västerbotten receive the health and medical care they need and is also responsible for highly specialized care in northern Sweden. In Västerbotten County, there are three hospitals: Norrlands University Hospital in Umeå, Skellefteå Hospital, and Lycksele Hospital.
Region Västerbotten initiated an internal Twinning with Region Skåne and later on as external Twinning partners – Region Stockholm and Västra Götalands Region. The goal of the project was to develop a national best practice for the procurement process with regard to methodology and organization. Parallel work focused on architecturally defining the necessary prerequisites for technology-related procurements.
